Minutes of the Council Meeting held at the Hawkchurch Village Hall on Tuesday 16th April 2019

Present: Cllr’s R Churchill (Chairman, J Baker, S Bartlett, T Greenshields, R Fox and D Searle.

In Attendance: The Clerk (Mr J Vanderwolfe), Cllr I Hall and 15 members of the public

706 Minutes
The minutes of the Council meeting held on the 16th March 2019, having been previously circulated, were adopted as a true record.
707 Matters Arising from the Minutes
Savilles have confirmed that we have been granted permission to have the Air Ambulance Night Landings on the Playfield. The application for the planning permission can now be made.
708 Police Report
No report
709 County and District Report
Cllr Hall thanked everyone for their support. He will remain as our County Councillor but we will have a new District Councillor following the elections next month. Blackwater Lane has been moved up the priority list. Following complaints about subsidence of the highway at Gate Close he requested photographic evidence. There was also a request for urgent highway attention to Damon’s Lawns
710 Democratic Period
Mr Bruce and Mr Hayward, both candidates for the forthcoming District Council elections introduced themselves to the meeting
711 Accounts for payment
Resolved to pay the following accounts: Lottery Wins April £75.00 , Darren Strawbridge £240.00, HMRC PAYE £146.60, All Saints PC £11.45 and South West Water £21.62.

712 Financial Update
The financial update of budget V Actual was agreed.
713 Annual Governance Statement
The statement was agreed and signed by the chairman
714 Planning Applications
19/0575/PDQ Land north of Barcombe Farm: Change of use of agricultural building to form one dwelling and associated operational development. No objections
715 Planning Determinations
a) 19/0004 Court Cottage. Glazing: Approved
b) 18/2085/Ful Hawkmoor Farm: Retain caravan and building as temporary agricultural workers dwelling: Approved
716 Highways and Rights of Way
Correspondence regarding the closure of Broom Level Crossing for bridge repairs was noted. The Lengthsman had done some work in the parish including the car park. Concerns that gates were being left open in fields. People are requested to close them aftern passing through the entrance.
