Minutes of the Council Meeting held at the Hawkchurch Village Hall on Tuesday 18th July 2023, commencing at 7pm
Present: Cllr’s Dr A Nolan (Chairman), S Bartlett, T Greenshields, D Searle and J Dodson
In Attendance: The Clerk (Mr J Vanderwolfe), Cllr I Hall (Devon County Council) and Cllr
D Mackinder (East Devon District Council) and six members of the public.
029 Apologies
Cllr J Baker had forwarded an apology as she was on holiday. This apology was accepted
030 Declarations of Interest under the Code of Conduct
There were no Declarations of Interest under the Code of Conduct made at this stage of the meeting.
031 Minutes
The Minutes of the meetings held on the 16th May 2023 were adopted as a true record.
032 Matters Arising
Agreed that the code for unlocking the defibrillator located at the Village Hall would be circulated
The chairman outlined the basis of the meeting that had taken place prior to this meeting which would involve members of the community in relation to community assets, which includes the use of the playing field. Terms of reference would be looked at over the next few weeks.

033 Democratic Period
A parishioner was concerned about the state of hedges and verges in the parish. Cllr Hall responded that the programme of works had commenced, however there had been problems following a hot spell that had then been followed by a period of heavy rain; which had resulted in a great deal of growth in a very short period of time
There were also concerns raised about the large amount of potholes in the area.
034 County Council Report
Cllr Hall had forwarded a written report which had been circulated to all members. He requested that when reporting highways use of the What3words be used as this was the best way of pinpointing actual locations, all of which have a unique three worded description. This system is also very useful to the emergency services
035 District Council Report
Cllr Duncan Mackinder introduced himself to the meeting as the new district councillor, having been elected at the recent council elections. He stated that he was keen to help with district council matters whenever he could He mentioned emergency planning and was hoping that parishes could get together on the 18th September to discuss an area plan.
036 Accounts for Ratification
The following accounts were ratified: Total Energy £13.26, Community Council of Devon £50.00, Darren Strawbridge £42.00, Gallagher Insurance £1010.09, DALC £86.23, Darren Strawbridge £42.00, HMRC PAYE £56.74, Total Energy £56.74 and Hawkchurch Film Club £500.00
037 Financial Update
Financial update note. Financial assets as of £35, 112.68
038 Section 106
.A survey was being carried out between the young people of the village to determine what play equipment they would like. Unfortunately there will be restrictions imposed by the amount of space available for equipment. It may also be possible to secure Lottery funding.
039 Highways
This item had been covered earlier in the meeting.
040 Rights of Way
There had been a delay receiving the P3 grant due to staff shortage at Devon County Council, however hopefully this will shortly be received.
041 Report of EDDC Planning Meeting
The chairman reported that the planning application had been deferred pending more reports. The fire service had felt that they had not been fully consulted on the application. Further comments had been submitted regarding the Pound Farm application.
