Minutes of the Council Meeting held on Zoom on Wednesday 5th May 2021

Present: Cllr’s Dr A Nolan (Chairman), T Greenshields, S Bartlett, Dr A Nolan, R Churchill and J Baker

In Attendance: The Clerk (Mr J Vanderwolfe)

340 Election of Chairman
Cllr Dr A Nolan was proposed as chairman for the ensuing year. There were no further nominations; therefore, Cllr Nolan was elected.

341 Election of Vice Chairman
Cllr J Baker was proposed as Vice-chairman for the ensuing year. There were no further nominations, therefore Cllr Baker was elected.
342 Playfield Committee
The committee would consist of Cllr’s A Nolan, T Greenshields, J Baker and S Bartlett plus representatives from the user groups.

343 Appointment to Outside Bodies
Community Shop: Cllr T Greenshields
Village Hall Committee: Cllr D Searle
Devon Association of Local Councils: Cllr Dr A Nolan.

344 Apologies
An apology had been received from Cllr D Searle due to work commitments. This apology was accepted.

345 Public Question Time
No members of the public wished to speak under this facility.

346 Declarations of Interest under the Code of Conduct
No Declarations of Interest were made at this stage of the meeting.

347 Minutes
The Minutes of the meeting held on the 16th March 2021, having been previously circulated, were adopted as a true record.
348 Matters Arising
349 County and District Reports
Because of Purdah because of the elections to be held the following day both councillors had decided not to attend. Any reports will be circulated after the election
350 Accounts for Payment: The following accounts were agreed for payment: Councillor Allowances £50 and Came and Co £788.14. Concerns were expressed that the insurance had increased substantially from last year. The clerk stated that the insurance brokers had indicated that there had been a big increase following pay-out during Covid-19. The clerk felt that as the pavilion formed a large part of the costs a percentage should be costed to the funds remaining in earmarked funds. This would be discussed at a future meeting.
351 Financial Update : The financial update had been circulated prior to the meeting and was agreed. On the 4th May 2021 the financial assets stood at £42.378.31.

352 Annual Governance Statement 2020/21

The Annual Governance Statement had been circulated prior to the meeting, and was adopted

353 Annual Accounting Statement 2020/21
The Annual Accounting statement had been circulated prior to the meeting, and was adopted

354 Certificate of Exemption AGAR 2020/21
The meeting agreed that as both the income and expenditure for the year had been below the ceiling limit of £25,000 the Council would apply the Certificate of Exemption.
355 Internal Auditor’s Report
Members had been circulated with the report from Dennis Knowles, the Internal Auditor. He had not identified any issues with the accounts. The report was adopted.

356 Highways
A Highways digger in April cleared all easements and grips in the Parish but not verge ditches which are the responsibility of the landowners. They have cleared some in the past, but now have a much-reduced budget. Drains should now be clear, however next spell of heavy rain will tell! Darren will cut banks opposite playing field and Wych Court in late May when daffodils have died back. Cllr Sue Bartlett mentioned overgrown vegetation opposite the playing field at our last meeting. Most of this has now been cut back, apart from a silver birch which needs to be left until next winter. Roses in tubs also pruned, weeded and watered.
357 Rights of Way
The paths have recovered after the very wet winter and have almost got to the stage where they are too dry! Several villagers have reported that the landowner has been moving boundaries on FP40 (Church to Courshay) and BW 44 (Courshay to Buddlewall). This is in accordance with required distances but will be checked by DCC. The badgers are still an issue on FP21 at the bridge on land owned by Fairwater Farm. An inspection from the relevant Council authority has been requested to see if the path needs diversion. Further along that path at the substation, the owners of the solar panels decided to make a new track around it. They were in infringement of Rights of Way and Planning regulations and have been told to apply for retrospective planning permission. Several fields in the Parish have gone into maize and the cross-field paths have not been reinstated within the required period so this will be monitored by DCC.

358 Planning Applications
A planning application had been received in respect of the Annex Woodhouse Farm. (21/1119/ful. Part single storey, part two storey rear extension. Members agreed to support this application
359 Determination
It was noted that a planning application for Hawkwell Park for change of use had been refused by EDDC.
360 Correspondence
Relevant correspondence is emailed to members on a regular basis, and there was no correspondence that was required to be brought to the attention of this meeting.
361 Items of Urgency
The chairman wished the meeting to record thanks to Roz and Philip Fox for the work they had undertaken in re-furbishing the former telephone box, and to Cllr Tim Greenshields for storing the books.
362 Next Meeting
The meeting agreed that future meetings would be held bi-monthly, with the next meeting scheduled for Tuesday 20th July at 7pm. There would be a playfield meeting at 6.30pm. It was agreed that assistance would be provided in setting out the room prior to the meeting.
